Skeptical Science New Research for Week #34 2022

Posted on 25 August 2022 by Doug Bostrom, Marc Kodack

"Wait— you think what?"

In such an atmosphere of  contrived controversy about global warming that we barely dare remark on what we plainly see in front of us for fear of triggering a Cranky Uncle,  perhaps  it's no surprise that Americans experience a "false social reality" by underestimating popular climate policy support:

Pluralistic ignorance—a shared misperception of how others think or behave—poses a challenge to collective action on problems like climate change. Using a representative sample of Americans (N = 6119), we examine whether Americans accurately perceive national concern about climate change and support for mitigating policies. We find a form of pluralistic ignorance that we describe as a false social reality: a near universal perception of public opinion that is the opposite of true public sentiment. Specifically, 80–90% of Americans underestimate the prevalence of support for major climate change mitigation policies and climate concern. While 66–80% Americans support these policies, Americans estimate the prevalence to only be between 37–43% on average. Thus, supporters of climate policies outnumber opponents two to one, while Americans falsely perceive nearly the opposite to be true.

Bold ours. The paper's findings are reminiscent of Stanislaw Lem's more sardonic, on-the-nose jabs at silent, tacit acquiescence to misdirection.

Politicians are (quite appropriately in many cases) acutely sensitive to the drift of public opinion, meaning that the authors of Americans experience a false social reality by underestimating popular climate policy support by nearly half seem to have identified a significantly dangerous  popular delusion, and a source of deep (even if private) aggravation for many of us. Annoyance is the least of the problems. Cynthia Franz discusses and helps us to see implications of Sparkman, Geiger and Weber's results in her commentary: To create serious movement on climate change, we must dispel the myth of indifference, also in Nature Communications.

Other notables:

Assessing the Interactive Impacts of Energy Efficiency and Demand Response on Power System Costs and Emissions. For many reasons we need to change horses on our stagecoach— without it stopping. There are many gating details to this tricky operation. This paper from our government/NGO section illustrates some of those particularities.

Science advocacy in political rhetoric and actions. Employing a corpus of US presidential speeches, researchers ask: "can a metric for science advocacy be produced, and how does this relate to independent measures of political success?"

Depopulation, super aging, and extreme heat events in South Korea. An aging population collides with climate change to result in steadily increasing human vulnerablilty to "EHE" or "extreme heat events."

Hidden costs to building foundations due to sea level rise in a changing climate. Employng the built environment around Mobile Bay, Alabama as an example, the authors identify potentially crippling expenses due to damage to foundations and other artifacts, through salinity increases in groundwater.

All of the above open access and free to read.

Articles/Reports from Agencies and Non-Governmental Organizations Addressing Aspects of Climate Change

Offshore Wind Market Report: 2022 Edition, Musial et al, National Renewable Energy Laboratory

The authors provide detailed information on the U.S. and global offshore wind energy industries to inform policymakers, researchers, and analysts about technology, economic, and market trends. The scope of the report covers the status of more than 257 global operating offshore wind energy projects as well as the broader global pipeline of projects in various stages of development through Dec. 31, 2021. To provide up-to-date data and discussion of this emerging industry in the United States, this report tracks the most significant U.S. domestic industry progress and events from Jan. 1, 2021, through May 31, 2022. For example, by May 2022, the U.S. offshore wind energy project development and operational pipeline grew to a potential generating capacity of 40,083 megawatts (MW).

PG&E Climate Strategy Report, Pacific Gas and Electric

This report provides information on PG&E’s strategy and the steps it is taking to meet the challenge of climate change on behalf of the more than 16 million Californians who rely on PG&E to deliver their energy. The report describes the risks and opportunities PG&E faces from a changing energy landscape—along with the potential physical impacts of a changing climate and associated weather patterns. It also describes how PG&E governs climate-related issues and manages climate-related risks.

State Climate Policy and Nature-Based Solutions: A Match That Provides Multiple Benefits for Climate, Water, and More, Felicia Marcus, Stanford University Water in the West Program

The author examines potential synergies between state climate policies and nature-based solutions that yield multiple benefits; outlines barriers to meeting that potential; and provides recommendations to accelerate the implementation of nature-based solutions with water benefits in state climate policies. It is not meant to be exhaustive, but to point out areas for further productive work. The audience is non-climate water practitioners working in the Colorado River Basin and state climate policy practitioners who may not be familiar with the opportunities nature-based solutions (NBS) provide for both climate and water. As a result, the report can be considered something of a primer or resource, including basic information about both fields to educate water practitioners as to what state climate plans entail, and to educate climate practitioners about the opportunity to include (and the necessity of including) NBS as part of their climate planning. The report’s intent is to illuminate an area where further engagement and technical work can help seize an opportunity to meet the climate and water challenges facing the Colorado River Basin states.

The High-Integrity Sustainable Aviation Fuels Handbook, Pedro Piris-Cabezas, Environmental Defense Fund

The handbook offers governments the guidance necessary to ensure that sustainable aviation fuel use for either domestic or international aviation is properly reflected in their greenhouse gas emissions reports. The guidance builds on the Carbon Offsetting and Reduction Scheme for International Aviation accounting system and reconciles the inventory reporting requirements with the imperative of rewarding bioenergy only for its real climate benefits. The recommendations are fully compatible with the dual reporting approach adopted under the Paris Agreement.

Assessing the Interactive Impacts of Energy Efficiency and Demand Response on Power System Costs and Emissions, Satchwell et al, National Renewable Energy Laboratory

The report is part of a larger and interrelated effort to understand the interactions between energy efficiency (EE) and demand response (DR) from the building and power system perspectives. The authors quantify the impacts of EE and DR in isolation and in combination on bulk power system costs and emissions based on changes in generation expansion, transmission expansion, and dispatch patterns. The study is intended to assess how EE and DR affect each other’s power system value and to identify the most valuable technologies and strategies that can be jointly deployed. Concerns about competition between EE and DR may be overstated when considering bulk power system costs and emissions impacts. The study results also emphasize the importance of electricity system characteristics in determining the precise impacts of EE and DR interactions. EE and DR provide value to the power system by reducing bulk power system costs in isolation and in combination.

Obtaining articles without journal subscriptions

We know it's frustrating that many articles we cite here are not free to read. One-off paid access fees are generally astronomically priced, suitable for such as "On a Heuristic Point of View Concerning the Production and Transformation of Light but not as a gamble on unknowns. With a median world income of US$ 9,373, for most of us US$ 42 is significant money to wager on an article's relevance and importance.

  • Unpaywall offers a browser extension for Chrome and Firefox that automatically indicates when an article is freely accessible and provides immediate access without further trouble. Unpaywall is also unscammy, works well, is itself offered free to use. The organizers (a legitimate nonprofit) report about a 50% success rate
  • The weekly New Research catch is checked against the Unpaywall database with accessible items being flagged. Especially for just-published articles this mechansim may fail. If you're interested in an article title and it is not listed here as "open access," be sure to check the link anyway.

How is New Research assembled?

Most articles appearing here are found via  RSS feeds from journal publishers, filtered by search terms to produce raw output for assessment of relevance.

Relevant articles are then queried against the Unpaywall database, to identify open access articles and expose useful metadata for articles appearing in the database.

The objective of New Research isn't to cast a tinge on scientific results, to color readers' impressions. Hence candidate articles are assessed via two metrics only:

  • Was an article deemed of sufficient merit by a team of journal editors and peer reviewers? The fact of journal RSS output assigns a "yes" to this automatically.
  • Is an article relevant to the topic of anthropogenic climate change? Due to filter overlap with other publication topics of inquiry, of a typical week's 550 or so input articles about 1/4 of RSS output makes the cut.

A few journals offer public access to "preprint" versions of articles for which the review process is not yet complete. For some key journals this all the mention we'll see in RSS feeds, so we include such items in New Research. These are flagged as "preprint."

The section "Informed opinion, nudges & major initiatives" includes some items that are not scientific research per se but fall instead into the category of "perspectives," observations of implications of research findings, areas needing attention, etc.
